A key figure in the improvement of Catalan and Spanish society

Ernest Lluch, economist, professor, and politician, was Minister of Health between 1982 and 1986. He is considered the father of the General Health Law, which decentralized health services into autonomous communities and laid the foundations for Spain’s current universal healthcare system, a model recognized worldwide.

Lluch was a staunch defender of citizens’ rights and public policies. Well acquainted with both Catalan and Basque realities, he always advocated dialogue as the path to resolving the Basque conflict—ideas that made him a target of the terrorist group ETA, which assassinated him on November 21, 2000.
